Creative Bay of Plenty are pleased to announce that we are proceeding with the Investment Mapping implementation project to schedule.
After an extended opportunity for tender and a rigorous selection process, that Sursum Consulting, in conjunction with Suzanne McNicol Consulting, has been awarded the tender.
The investment mapping project is an action point of the Viability goal of Toi Moana, the arts and culture strategy which provides a framework for arts and cultural events and initiatives in the Western Bay of Plenty and Tauranga regions.
The Viability goal is built around a plan to grow and deliver strategic investment in arts and culture that will enable a resilient, thriving sector and community. This initial investment mapping report is the crucial first step to develop a multi year investment implementation plan for the arts in Tauranga and the Western Bay of Plenty.
The Call for Tender for the Investment Mapping research was announced online on our website and The Big Idea on the 2nd of November 2018. Submissions of interest for the tender were of high quality. The shortlist for the tender was evaluated by our Western Bay of Plenty community representative, to ensure due process and adherence to selection criteria. Selection was based on five pillars of merit, inclusive of concept understanding, research methodology, strategic execution, pricing, local knowledge and perceived capability.
We acknowledge that Suzanne McNicol is a Trustee of CBOP, and record that Suzanne was not involved in the decision making for the assignment of this contract. The Conflict of Interest was recorded during preceding meetings and prior to its assignment. Sarah Lewis is the research lead for the project.

About the consultants
Suzanne McNicol is a business consultant with 20 years’ experience in consumer marketing, project management and government relations including crisis management.
Over the past 4 years her consultancy work has focused on strategic planning and delivery platforms for several clients including the Committee for Auckland, YWCA Auckland, Auckland Museum and WeCreate™, a digital hub for New Zealand’s creative industries. She has a wealth of knowledge of the New Zealand arts and culture funding environment from senior management roles in radio and television and was a founding trustee of the government funded New Zealand Music Commission. Suzanne has experience in developing business cases and thought leadership platforms that unite the creative sector with the people they serve and the infrastructure that supports them. In 2014 she worked as a project manager on ‘Auckland as a Creative City’, a review of seven international creative cities led by the Committee for Auckland designed to make the case for investment in the cultural sector.
Sarah Lewis is one of New Zealand’s leading experts in partnership marketing and sponsorship activation. Sarah has over 20 years’ experience in partnership management MCand funding on both sides of the ledger working in organisations such as TVNZ, APN and Telecom. Sarah understands what corporates seek from partnerships and how to deliver it. Her previous roles as Sponsorship and Experience Manager and Head of VIP Services/General Aviation at London Heathrow and General Manager at New Zealand Rugby League saw her attract and maximise high value partnerships that enhanced the commercial returns to the shareholders and elevated the experience of these places and events for consumers. Sarah is also responsible for creating the Ultra High Net Worth attraction strategy for Rotorua Economic Development earlier in 2018. She has built strong relationships with industry leaders in the tourism, arts and commercial sectors within the greater Bay of Plenty.
Suzanne and Sarah work together regularly on projects where their skills and areas of interest complement each other. They have the local knowledge, professional networks, relevant experience and a shared passion for developing the arts in the Bay of Plenty that make them ideally suited to deliver this project.
